Eighth Circuit Court of Appeals affirms lower court’s denial of habeas relief in Ringo v. Roper, 472 F.3d 1001 (8^th Cir. 2007) (January 4, 2007).

Ineffectiveness of counsel for stipulating to changed venue in Cape Girardeau County, Missouri, which had history of under representing African-Americans in petit juries (only four African-Americans out of 163 venirepersons in this case). Mr. Ringo was tried by an all white jury.
